Dianne Feinstein D-California to elaborate [about the use of drones by the FBI domestically], Mueller added, “It’s very seldom used and generally used in a particular incident where you need the capability.†Earlier in the morning, however, Mueller said that the agency was only now working to establish set rules for the drone program.

Basically, what Mueller said was, “Yeah, but we only use them when we want to. We haven’t really worked out any rules for that yet.” Gee, I feel better already.

Reading Muller’s comments reminded me, oddly enough, of a scene from Woody Allen’s movie Annie Hall. In one scene (a split screen) Allen’s character, Alvy Singer, and Diane Keaton’s Anie Hall are separately talking to their respective therapists. Each of them is asked by their therapist how often they have sex. Alvy Singer tells his therapist, “Hardly ever, maybe three times a week.” Annie Hall repsonds to her therapist, “Constantly, like three times a week.”
The point is that Muller’s “very seldom” comment may mean something vastly different to somebody outside of this administration.
